In full compliance with President Bongbong Marcos Jr.’s Memorandum Circular 114 and under the guidance of the Department of Transportation (DOTr), the Land Transportation Office (LTO) has rolled out energy and fuel conservation measures nationwide. The initiative addresses rising global oil prices linked to Middle East conflicts, as part of the government’s mandate for consumption reductions across all agencies. The LTO affirms essential public services will remain uncompromised.

LTO’s measures include: adjusted AC settings, reduced non-essential lighting, and optimized equipment use for electricity conservation.

Non-essential travels like team building and conferences are suspended, aligning with scaled-down ASEAN preparations.

The four-day onsite workweek has been adopted for non-frontline offices to further cut energy and operational costs, while ensuring frontline services remain available to the public on all regular working days.

The agency targets at least 10% fuel reduction and 10-20% less electricity use. Assistant Secretary Lacanilao stated: β€œEvery LTO member has a role in achieving savings, with core services delivered without disruption.”

The Land Transportation Office (LTO) clarifies that the LTO-IT System is NOT replacing the Land Transportation Management System (LTMS). Both systems remain operational under the LTO's existing dual-system arrangement.

Memorandum MVL-2026-095 directed Motor Vehicle Manufacturers, Assemblers, Importers, and Dealers (MAIDs) to use the LTO-IT System for specific dealer reporting transactions Stocks Reporting and Sales Reporting in light of the lapse of the LTMS maintenance contract for those transaction types. This is a targeted, interim measure, not a system-wide replacement.

The dual-system arrangement is a lawful risk management measure under the Build-Operate-Own Phase Out Agreement governing the LTO-IT System. It ensures that LTO frontline services remain uninterrupted under any operational or legal scenario affecting either system.

The LTO will issue further guidance as warranted. The public is assured that all core services vehicle registration, driver's licensing, and law enforcement adjudication continue without disruption.
