CBMS Co-Location Activity Conducted for 4Ps Beneficiaries✨

June 17, 2026- The Philippine Statistics Authority successfully conducted a Community-Based Monitoring System (CBMS) Co-Location Activity at San Rafael Municipal Gym. The activity was facilitated by 4Ps staff and participated in by 4Ps beneficiaries from the municipality.

The activity aimed to assist beneficiaries in updating, validating, and completing their CBMS information to ensure the accuracy of household data. Accurate and updated data are essential in identifying the needs of families and in improving the planning and implementation of government programs and services.

Through the collaborative efforts of the PSA and the 4Ps program, beneficiaries were guided throughout the process, helping ensure smooth and efficient data collection. The activity reflects the government's commitment to strengthening evidence-based planning and delivering responsive social protection services to Filipino families.

2nd Quarter Municipal Convergence Committee (MCC) Meeting Successfully Conducted✨

The Municipal Convergence Committee (MCC) successfully held its 2nd Quarter Meeting last June 4, 2026, attended by 4Ps staff, partner agencies, and stakeholders from various government offices.

Presided over by Municipal Mayor Hon. Roel T. Belleza, the meeting served as a venue for presenting program accomplishments and updates, including those of the Pantawid Pamilyang Pilipino Program (4Ps), Sustainable Livelihood Program (SLP), Walang Gutom Program, Social Pension (SocPen) and Department of Trade and Industry (DTI).

The activity strengthened inter-agency collaboration and reinforced the shared commitment of stakeholders toward delivering responsive and effective social services to the people of San Rafael.

4Ps Beneficiaries Join Brigada Eskwela 2026 in San Rafael Schools📚✨

San Rafael, Iloilo – Demonstrating their commitment to education and community development, 4Ps beneficiaries from the Municipality of San Rafael actively participated in Brigada Eskwela 2026, conducted from June 1 to 5, 2026, in various elementary and high schools across the municipality.

The week-long activity brought together parents, community volunteers, and education stakeholders in preparing schools for the opening of classes for School Year 2026–2027. Through the spirit of bayanihan, the 4Ps beneficiaries rendered voluntary services such as cleaning classrooms, clearing school grounds, repairing facilities, arranging learning materials, and improving the overall school environment.

Their active participation reflected the program’s advocacy of promoting community involvement, and support for children's education. By contributing their time and effort, the beneficiaries helped ensure that schools would provide a safe, clean, and conducive learning environment for learners.

Strengthening Leadership and Commitment: 4Ps Parent Leaders Participate in Capability Building and Wellness Activity.✨

San Rafael, Iloilo- The Department of Social Welfare and Development (DSWD) Pantawid Pamilyang Pilipino Program (4Ps) successfully conducted a Parent Leaders Meeting/Capability Building cm Wellness Activity on May 26, 2026, participated in by 52 4Ps Parent Leaders from the Municipality of San Rafael. The activity aimed to strengthen the knowledge, leadership skills, and active participation of Parent Leaders in the effective implementation of the program within their respective communities.

During the activity, Ruby G. Villagoniza, Municipal Link, discussed the overview of the 4Ps Act or Republic Act No. 11310, including the program’s conditions and compliance requirements, the roles and responsibilities of Parent Leaders, and proper Family Development Session (FDS) documentation. The discussion highlighted the vital role of Parent Leaders as partners of the program in ensuring that beneficiaries remain informed, compliant, and actively engaged in various program activities and initiatives.

Meanwhile, Mae F. Alejano, Municipal Link, discussed the different types of updates under the program. The discussion emphasized the importance of timely and accurate reporting of changes in household information to ensure proper monitoring, validation, and continuous delivery of services to beneficiaries.

Also present during the activity were Mae Rose G. Sanico, RSW, MPA (Municipal Link/Team Leader), who served as the overall facilitator, Maria P. Basinang (Municipal Link), Mariel R. Ambid (Municipal Roving Bookkeeper), Rolly B. Abadesco (Social Welfare Assistant), Frejalyn G. Liberal (LGU Link), and the Government Intensive Program (GIP) staff, who extended their support and assistance in the successful conduct of the activity.

The activity also served as a venue for collaboration, learning, and wellness among Parent Leaders, promoting camaraderie and strengthening their commitment to serving fellow beneficiaries and supporting the goals of the 4Ps program.

The Department of Social Welfare and Development (DSWD) Pantawid Pamilyang Pilipino Program (4Ps) San Rafael-Municipal Operation Office (MOO) conducted a comprehensive Youth Development Session (YDS) for twenty-two (22) youth beneficiaries from Barangay Poscolon on April 29, 2026. The activity was organized as part of the program’s continuing effort to promote the holistic development of young beneficiaries by equipping them with essential life skills, particularly in the area of disaster preparedness and response.

The session was facilitated by Fire Officer 1 (FO1) Kim Louie Bagsain, FO1 Cheren Galanza, and FO1 Aileen T. Balume from the Bureau of Fire Protection (BFP), who served as resource speakers for the activity. The discussion focused on fire safety awareness, emphasizing both preventive and responsive measures. The speakers thoroughly explained the common causes of fire incidents in households and communities, highlighting the importance of proper handling of electrical appliances and regular inspection of potential fire hazards.

Moreover, the resource speakers provided detailed guidance on the appropriate actions to take in the event of a fire emergency. These included maintaining composure, identifying safe exit routes, alerting other household members, and immediately contacting emergency responders. The discussion underscored the significance of preparedness, presence of mind, and cooperation in minimizing harm and preventing loss of life and property.

A key component of the session was the demonstration of basic first aid, particularly Cardiopulmonary Resuscitation (CPR), conducted by FO1 Kim Louie Bagsain. The demonstration offered a step-by-step guide on how to properly administer CPR to individuals who are unconscious or not breathing. Participants were oriented on the correct techniques, including proper hand placement, compression depth, and rhythm, as well as the importance of timely intervention in emergency situations.

To reinforce learning and ensure practical application, the participants were given the opportunity to perform hands-on practice of CPR and other basic first aid procedures under the guidance of the facilitators. This interactive approach enabled the youth to gain confidence and develop competence in responding to real-life emergencies.

Overall, the Youth Development Session proved to be highly beneficial, as it enhanced the knowledge, skills, and preparedness of the participants in dealing with fire-related incidents and emergency situations. The activity not only strengthened their awareness of safety practices but also instilled a sense of responsibility and readiness among the youth, contributing to the development of safer and more resilient communities.

In line with the celebration of National Women’s Month, we from the DSWD- Pantawid Pamilyang Pilipino Program (4Ps) - Municipal Operations Office (MOO) of San Rafael conducted our monthly Family Development Session (FDS) across nine (9) barangays in San Rafael, Iloilo. The activity gathered program beneficiaries to participate in an informative and meaningful discussion centered on the protection of women and children and the promotion of their rights.

Serving as resource speakers were PSSg Erlyn L. Patrimonio, PCpl Marivic D. Alasa (Dulce Periculum), and PSSg Liezl L. Bañes. They shared valuable insights on two important laws that safeguard the welfare of women and children: Republic Act No. 9262 -Violence Aginst Women and Children (VAWC) and Republic Act No. 7610- Special Protection of Children Against Abuse, Exploitation and Discrimination Act (1992).

Through engaging discussions and real-life examples, the speakers explained the different forms of violence and abuse, the rights guaranteed to women and children under the law, and the available mechanisms for protection and reporting. Beneficiaries were encouraged to actively participate by asking questions and sharing experiences, making the session both educational and empowering.

More than just a regular session, the activity became a platform for raising awareness and strengthening the community’s understanding of gender sensitivity, child protection, and the importance of standing up against abuse. It also highlighted the significance of collaboration between the community, local government, and law enforcement in ensuring the safety and well-being of families.

Ultimately, the Family Development Session aimed to empower beneficiaries by equipping them with knowledge of their rights and the legal protections available to them. By promoting awareness and informed action, the activity contributes to building safer homes and more resilient communities in San Rafael, Iloilo.
