Since the formal declaration of Palawan as insurgency free province, the Peace and Order Program under the office of the Governor Hon. Victorino Dennis M. Socrates, together with the Kapatiran ng mga Dating Rebelde sa Palawan (KADRE-PALAWAN) and other people’s organizations in partnership with different LGUs and LGAs conducts activities in different areas of Palawan to continuously sustain peace and order, assert sovereignty, and defend our national interest in the West Philippine Sea.

One of the activities that the POP supports is the formation of People's Organization which aims to strengthen our mass base and alliance building in protecting the province from the re-infiltration of communist terrorist groups and other lawless elements in Palawan.

the formation of Kapitbisig Association-Abaroan Chapter was held at Barangay hall, Brgy. Abaroan, Roxas, Palawan and was attended by MTF-ELCAC Chair, Mayor Hon. Dennis M. Sabando, Vic Liagera - Municipal Administrator, Brgy. Chairman Hon. Henry Cacatian, Hon. Mary Ann Catalan - ABS President, Gerardo A. Mercado - TESDA Provincial Director, SSgt. Michael S. Rayanon PN (M) MBLT-3, Jerwin Castigador - KADRE PALAWAN President, Sonny Camposano - Vice President KADRE PALAWAN, and David Dweine Dalag - President/Founder Mata ng Bayan Palawan.
