The Department of the Interior and Local Government Regional Office VIII is gearing up for the CY 2026 Anti-Drug Abuse Council (ADAC) Performance Audit and Awards, an initiative designed to assess and strengthen the functionality of local ADACs in implementing, monitoring, and evaluating anti-illegal drug programs.

Through this audit, Local Government Units (LGUs) continue to demonstrate their commitment to fostering safe, resilient, and drug-free communities, while highlighting the critical role of local governments in sustaining coordinated, community-based responses to the drug problem.

Here is the official guide for LGUs to support their preparation and ensure full compliance with the CY 2026 ADAC Performance Audit and Awards. LGUs are encouraged to review the guidelines carefully and prepare the necessary documentation to facilitate a smooth and accurate evaluation.

Pursuant to Proclamation No. 599, Series of 2018, the Barangay Assembly Day (BAD) shall be conducted on the Saturdays and Sundays of March and October of every year.

TANONG NG BAYAN | ANO ANG BARANGAY HEALTH WORKER ELIGIBILITY (BHWE)?

Ang Barangay Health Worker Eligibility (BHWE) ay isang special civil service eligibility na ibinibigay ng Civil Service Commission (CSC) sa mga kwalipikadong Barangay Health Workers (BHWs).

Layunin nito na kilalanin ang serbisyo ng mga BHW at bigyan sila ng pagkakataong makakuha ng permanenteng posisyon sa gobyerno nang hindi na kailangang kumuha ng regular na Career Service Examination, basta’t pasok sila sa mga requirements.

Sino ang maaaring mag-apply?
Ang CSC ay nag tala ng mga sumusunod na panuntunan sa pag aplay bilang BHW:
✅ Accreditation: Dapat ay "accredited" ng Local Health Board (LHB) bago pa nagsimula ang 5-taong serbisyo.
✅ Serbisyo: Nakapag-render ng hindi bababa sa limang (5) taon na tuloy-tuloy at kasiya-siyang voluntary service sa komunidad.
✅ Edukasyon: Nakatapos ng hindi bababa sa dalawang (2) taon sa kolehiyo (72 units) patungo sa isang degree course.
✅ Status ng Serbisyo: Ang serbisyo ay dapat voluntary (walang regular na sweldo mula sa gobyerno maliban sa honorarium). Gayunpaman, ang mga BHW na nasa Job Order (JO) o Contract of Service (COS) ay maaari pa ring mag-apply basta’t pasok sa ibang criteria.

Ano ang kahalagahan at gamit ng BHWE?
🔵 Ito ay itinuturing na katumbas ng Sub-Professional Eligibility (Second Grade Eligibility).
🔵 Maaari itong gamitin sa pag-apply sa mga First Level positions sa gobyerno (clerical, trades, crafts, at custodial service positions).
🔵 Nagbibigay ito ng priyoridad o preference sa pagkuha ng health-related personnel sa mga ahensya ng gobyerno kung ang aplikante ay kwalipikado sa iba pang requirements ng posisyon.

Paalala: Ang BHWE ay hindi awtomatikong ibinibigay sa isang Health Worker. Kailangan niyang mag-apply sa pinakamalapit na CSC Regional o Field Office at isumite ang mga kinakailangang dokumento gaya ng Certificate of Accreditation at Certification of Service mula sa Local Health Board.

Alamin kung paano makakakuha ng Certificate of Good Standing na isa sa mga requirements sa Grant of Eligibility to Sangguniang Kabataan Officials o kaya naman ay NSTP Training Exemption?

Basahin ang SK Advisory 2026-P0004 at siguraduhing kumpleto ang mga kakailanganing dokumento para maconsider ka na "in good standing"

LOOK | The Department of the Interior and Local Government reminds all covered officials and employees that the use of government-owned vehicles on Saturdays, Sundays, and holidays is prohibited, except when such use is directly connected to the performance of official functions, pursuant to DILG Memorandum Circular No. 2026-011, effective February 6, 2026.

This directive applies to all elected and appointed local officials, as well as DILG Central, Regional, and Field personnel and DILG attached agencies. Personal use and private errands are not allowed.

Any violation may result in administrative and or criminal liability.
