Louisa Francis Bilinang, the first Filipino child ever born within the limits of the United States of America, is receiving congratulations in the Negrito headquarters at the World's Fair grounds.

Louisa Francis was born on Tuesday morning at 3 o'clock. She is the daughter of Negrita Bilinang, a little Negrito woman who is only 12 years old, and Nagulang Bilinang, 22 years old.

Nagulang Bilinang is the head of two households. Negrita Bilinang is wife No. 2, and he was married to her about one year ago.

The baby was named Louisa in honor of the Louisiana Territory, and Francis in honor of the President of the world's greatest Exposition. Although Louisa comes of savage or non-Christian parents, she will be baptized in the Christian faith and Secretary of War Taft will be named as godfather.

The Filipino baby is about the tiniest exhibit at the World's Fair. It is less than a foot in length, and weighs a trifle more than three pounds.

The mother is one of the smallest women in the Philippine contingent, being only three feet in height, and weighing about sixty-five pounds.

Negrita Bilinang is the daughter of De Jergey de Sibia, a celebrated savage in the mountains of Lilimbin. His home is in the town of Mariveles, Province of Bataan, in the Philippine Islands.

The Negrito men are allowed as many wives as they are able to support. Some of them have as many as five. The majority of them have only two. — St. Louis Republic.
