MEMORANDUM NO. CMLT-2026-095
Class and Work Arrangements in View of the March 19 Nationwide Transport Strike
In light of the nationwide transport strike announced by various transport groups scheduled for tomorrow, March 19, 2026, the following guidelines are issued to ensure the safety and welfare of the UP Manila constituents while minimizing disruption to operations:
1. Shift to Remote Learning and Work
a. Academic Activities: All undergraduate and graduate classes are encouraged to shift to synchronous or asynchronous modes.
b. Work Arrangements: Units are authorized to implement work-from-home arrangements, except for those involved in essential health services, campus security, and vital administrative functions that require physical presence.
The recording of attendance and submission of accomplishment reports shall be done through the Online Recording of Attendance System (ORAS) at oras.upm.edu.ph.
2. Discretion of Deans
Recognizing the unique requirements of our health sciences programs, Deans are given the authority to direct and adjust schedules based on the specific needs of their respective colleges:
a. Clinical Rotations & Labs: Deans may proceed with onsite clinical clerkships, internships, or laboratory sessions if they are deemed indispensable, provided that the safety and transport of students and faculty can be reasonably managed.
b. Rescheduling: Deans may opt to reschedule high-stakes examinations or practical assessments to a later date to avoid penalizing students who may be stranded or unable to find transportation.
3. Compassion and Flexibility
Faculty members are enjoined to exercise maximum leniency and compassion. No student shall be marked absent or penalized for failing to attend onsite activities due to the transport situation.
The Philippine General Hospital shall issue its own guidelines on appropriate work arrangement.
