The Office for Transportation Security (OTS) has dismissed another security screening officer assigned at the Ninoy Aquino International Airport (NAIA) Terminal 2 who was caught on Close Circuit Television (CCTV) taking things from the luggage of a departing passenger while conducting baggage inspection last Sept. 13, 2023.
OTS Administrator Undersecretary Ma.O Aplasca, joined by OTS service directors, personally served the dismissal order for Security Screening Officer (SSO) Billy Boy Garcia on Saturday, September 23, 2023 at the Ninoy Aquino International Airport Terminal 2 following a thorough investigation.
SSO Garcia, a job order personnel, was dismissed from service for taking things from the luggage of the departing passenger.
The OTS has intensified its internal cleaning program to eradicate thieves and other erring personnel from their ranks.
“Madami na tayong problema dito, dumagdag pa kayo. Anong gusto nyo palabasin? Effective today, you are dismissed from the service at tanggalin mo yang ID mo. You don’t deserve to wear that uniform,” Aplasca said.
Garcia was then immediately served with the dismissal order and was, right there and then, stripped off of his access pass, office ID, and uniform.
The OTS investigators said they will further pursue the case against Garcia and requested the victimized passenger to come forward to shed light on the incident.
The OTS is conducting an intensified internal cleansing program to eliminate scalawags in their office.

The Office for Transportation Security (OTS) has received the copy of the counter affidavit of the Security Screening Officer who was caught on CCTV swallowing US$300 bills that she allegedly stole from the wallet of a departing Chinese passenger at the Ninoy Aquino International Airport Terminal 1 last Sept. 8.
In her counter affidavit submitted before the Office for Transportation Security on Friday, Sept. 22, the SSO, whose name was withheld, denied the accusations and said it was chocolate that she was consuming as seen in the CCTV footage.
OTS Administrator Undersecretary Ma.O Aplasca said that the SSO denied the accusations that she swallowed the $300 dollar bills.
However, an airport official said that it is not normal for a person, most particularly for a lady, to swallow a piece of chocolate the way the SSO was seen in the CCTV footage.
It was clearly seen on the CCTV footage that she was pushing folded dollar bills into her mouth down to her throat with her finger and flushing it down through her esophagus by drinking bottled water, added the airport official who requested anonymity.
Meanwhile, Transportation (DOTr) Secretary Jaime Bautista further directed Undersecretary for Legal Affairs and Procurement Atty. Reinier Yebra to assist in filing the complaints against those determined to have connived in stealing from the Chinese passenger.
Bautista directed the OTS to immediately file the necessary charges against security screening personnel found involved in the incident.
Bautista expressed frustration and dismay at the incident at NAIA that the Secretary was recently trying to promote before potential foreign investors who may want to operate and maintain the country's main gateway.
He also authorized imposition of the maximum penalty to those found guilty to demonstrate the Department's determined push to rid NAIA as well as other attached agencies of scalawags.
For his part, Aplasca said the administrative case was filed against the SSO and her cohorts, while criminal case will be filed before the Pasay City Prosecutor's office.

An African American man was arrested and jailed for allegedly assaulting security personnel at the Ninoy Aquino International Airport (NAIA) Terminal 3.
The suspect, TYRONE BENNET, a United States citizen, was charged with violations of the Revised Penal Code’s Article 151 for resistance and disobedience to a person in authority; Article 155 for alarm and scandal; Article 148 for direct assault; and Article 263 for physical injuries.
Bennet was caught on a mobile phone video throwing punches at barong-uniformed security personnel who were trying to arrest him.
Bennet allegedly hit the face of Airport Police Officer 1 JOHN CARLO CARBONEL at the NAIA Terminal 3 Departure Gate 2 at around 6:37 p.m. last September 14.
Bennet reportedly got irked after a cab driver complained him for not paying his taxi fare. He then tried to enter the departure gate but security personnel barred him from entering the departure lobby after he failed to show his plane ticket for his flight.
Bennet went berserk, and started throwing punches at the security personnel who tried to accost him.
He was only subdued when members of the Philippine National Police-Aviation Security Group arrived, pinned him down and handcuffed him.
The American is now detained at Police Intelligence and Investigation Division (PIID) Office at Airport Police Department headquarters.
