LEVEL 1 of 4 of Oasis' reading inventory
It is a combination of synthetic, analytical and systematic phonics instruction.
“Synthetic phonics refers to an approach to the teaching of reading in which the phonemes associated with particular graphemes are pronounced in isolation and blended together”, (Brook, 2003 cited in Torgerson, C. et.al).
Analytic phonics teaches students to read by focusing
on parts of written words they already know to identify new words;
for example, if a child knows “an,” they can use their knowledge
of “an” to decode “can.” Children are taught to look for and focus
on common phonemes and not to sound out phonemes in isolation.(Michelle Lee Beishline)
Systematic phonics is a reading instruction taught explicitly and systematically using a well-planned and organized major phoneme-grapheme correspondence (National Reading Pannel, 2000).
Disclaimer: To effectively use this tool, children should have a basic knowledge of all sounds of the alphabet and skills on blending sounds altogether to form a word.

Flashcard technique for reading fluency~Level 2... Before introducing this material, learners should have the skills to combine two syllable to form a word. It is for them to avoid sense of frustration. When they are not ready, they should go back reading syllable ~level 1 through proper synthesizing and blending.(phonics)
When they are not yet ready with blending, go back to phonemic awareness wherein the children must be instructed on how to blend and segment a syllable or a word orally without the use of symbols.
If they have troubles with sound itself, maybe it is time to give an explicit instruction on the sound of each alphabet.
I hope it will help out in anyway. It is not a print~ready material, so just copy paste to microsoft word, A4 or lettter size, then, produce two flashcard in one page.
