You’ll be needing to secure a PERMIT (free) from Dept. of Agriculture Quarantine Office (airport near PAL). or you can apply online..This is a new requirement before you can checkin / enter the boarding gate. This is applicable for all airlines.

Why is a permit required?
The permit helps protect local agriculture and the Philippines' export sector
It also helps prevent the spread of pests and diseases that can harm fruit crops.

NO MORE PAL FLIGHTS KALIBO-MANILA

Beginning March 2025, Philippine Airlines (PAL) will discontinue services at Kalibo International Airport (KIA), ending its Kalibo-Manila route.

Passengers bound for Manila will redirect to Caticlan Airport or Roxas Airport

LOOK | AIRASIA BIDS FAREWELL TO DAVAO AMID CEBU PACIFIC EXPANSION

Airaisa bids farewell to their Davao route due to Cebu Pacific’s intensive expansion in Davao City. Cebu Pacific expanded its Davao network by increasing the Davao Hub Seats to 81% and its flight count by 57% in 2024. From 17 daily flights, it leapfrogged to 40 DAILY FLIGHTS—which adversely affected Airaisa’s demand in the city.

Just last year, Cebu Pacific added three new domestic routes and two international routes for their Davao Hub. These are:
