Halos sa dagat na nakasalalay ang buhay ng mga residente ng Julugan. Kwento ng mga deka-dekada nang namamalakaya, sagana sa iba't ibang uri ng pagkaing-dagat ang kanilang pinangingisdaan. Kaya nitong tugunan ang kanilang mga pangangailangan - NOON.
Ngunit ang daing nila, iba na ang panahon ngayon. Nagsimulang magbago ang lahat nang may ibang makinabang sa kanilang katubigan. Tila naging mailap ang mga isda. Tila naging maramot ang dagat.
May dumurog sa kanilang karapatan,
May umantala sa kanilang kabuhayan,
May banta sa kanilang kaligtasan -
May sumira sa kalikasan.
May mga hinaing na ibinubulong na lang dahil hindi raw sila pinakikinggan.
Sa pagharap nila sa isang panibagong problema, sino ang kanilang kasangga? Sino ang makikinig sa mga bulong ng mga namamalakaya?

Kangkong 62-A, Cavite Cityโmga lalaking naglalakad sa ilalim ng nakapapasong araw
upang pawiin ang nauuhaw na sityo. Gumigising sila bago pa man magbukang-liwayway,
tangan ang galon ng tubig at ang bigat ng responsibilidad. Kaakibat ng kanilang mga kamay
na may kalyo at pagod na balikat ay pagpapamalas ng tiyaga at pag-asa para sa
hinihinging pagbabago.
Sa lugar kung saan ang malinis na tubig ay nananatiling pangarap, naririnig kaya ang
kanilang daing o iwinawaksi lamang ito ng dagat?
