DepEd Tayo Rizal National Science HS - Calabarzon

Rizal National Science High School launches its Oplan Balik Eskwela – Public Assistance Command Center (OBE-PACC) to provide assistance, guidance, and immediate response to the needs and inquiries of parents, learners, and other stakeholders in preparation for the opening of classes for School Year 2026–2027.

Leading the initiative is Dr. Shiela B. Peñano, Public Schools District Supervisor and Officer-in-Charge of the Office of the School Head, who serves as the Chairperson of the OBE-PACC. Assisting in the operations is Glicerio B. Estacio, Jr., School Information Coordinator, who serves as Vice Chairperson.

The Public Assistance Command Center is composed of designated personnel ready to assist the public in various school-related concerns:

Administrative Support Officer
for general school concerns, directions, referrals, and administrative assistance

Senior High School Help Desk Officer
for SHS enrollment, schedules, and learner concerns

Records and Enrollment Officer
for enrollment verification, learner records, registration, and school documents

Welfare and Support Officer
for safety concerns, crowd assistance, emergency response, and stakeholder welfare

Through the OBE-PACC, parents and learners are encouraged to freely ask questions, seek assistance, and coordinate concerns to ensure a smooth, orderly, and learner-centered opening of classes.

Rizal National Science High School remains committed to providing responsive public service and ensuring that every learner and parent feels welcomed, informed, and supported throughout the Oplan Balik Eskwela implementation.

Rizal National Science High School conducted a short and simple Ceremonial Turnover on May 25, 2026, marking the formal transition of leadership in the Office of the School Head.

The activity was attended by outgoing School Principal Dr. Lyndel Rafon-David and incoming Officer-in-Charge Dr. Shiela Blanco-Peñano, together with fellow school heads and education leaders from the DepEd Binangonan District. The gathering served as a meaningful occasion to acknowledge the contributions of Dr. Rafon-David to the RiSci community and to formally express support for Dr. Blanco-Peñano as she assumes her concurrent role in guiding the school.

Dr. Lyndel Rafon-David expressed her sincere gratitude to the RiSci faculty, staff, learners, parents, and stakeholders for their cooperation and support throughout her two years of service. She shared her confidence that the school community will continue striving for excellence and sustaining the programs and initiatives that have been established.

Dr. Shiela Blanco-Peñano conveyed her appreciation for the warm support extended to her and reaffirmed her commitment to providing guidance and leadership to the school community. She encouraged the faculty and staff to continue working together in upholding the standards and vision of Rizal National Science High School.

The ceremony concluded with a shared commitment among school leaders and personnel to continue fostering excellence, collaboration, and quality education for every RiScian.
