Official Rules:
1. All national and local laws and regulations apply.

2. The contest is open to all groups or organizations residing in the Quezon Province. All members must be 15 years old and above. Atimonanin shall not be allowed to participate or be a member of any team in this category. One entry per team only. The focal person of the team must present a copy of one valid ID or Barangay Certification as proof of age and identity.

3. Attach an endorsement letter/certification from Information Office, Mayor’s Office or any LGU Offices within Quezon Province deemed fit to issue the endorsement as proof of your bonafide residency in this province. The deadline for registration is on November 21, 2025 | 5:00 PM.

4. To create your movie, please follow these guidelines:

a. The film must be a new creation made specifically for the Makabagong Normal sa Atimonan Short Film Festival 2025.

b. The duration of the entire film must be not less than five (5) minutes and not more than fifteen (15) minutes. Documentary and animated short films are not allowed.

c. The Entrant may use any subject or topic (love, success, comedy, etc.) and must incorporate the theme Digital Engagement, Creativity, Accountability, & Digital Wellbeing. It is also encouraged to incorporate Atimonan’s distinct culture, tradition, food, people and tourist sites in a constructive way.

d. The story should also reflect or be connected to current events and real-life issues in our country.

e. The Entrant may use any movie maker software.

f. It must be in WMV, AVI or MP4 format, must have an output resolution of 1280X 720 and preset of HD720p 24. Name the file of your video using the format: TITLE OF FILM_Name of group_Municipality.mp4 (e.g., IDECADE_Prio Productions_Atimonan.mp4).

• Create a Film Poster with the size of 17 x 26 inches and in JPEG format. Use the file name format: TITLE OF FILM_Name of Group_Municipality_Poster.jpg (e.g., IDECADE _Prio Productions_Atimonan_Poster.jpg)

• Create a Film Trailer with a duration of 20-60 seconds and must be in WMV, AVI or MP4 format, must have an output resolution of 1280X 720 and preset of HD720p 24. Use file name format: TITLE OF FILM_Name of Group_Municipality_Trailer.jpg (e.g., IDECADE _Prio Productions_Atimonan_Trailer.mp4)

h. Submit your entry at Atimonan PRIO 2nd Floor Municipal Building Annex, Brgy. Zone I Poblacion (front of OLAA) or through google drive and send the link to [email protected]. The deadline for submission of entry will be on ¬¬¬¬¬¬¬¬¬¬¬¬¬¬December 1, 2025| 5:00 PM. It must include the video, title and brief description of the film (synopsis), cast list and production team with their role/function, film poster and film trailer. Once the entrant submits their entry it will become an official entry and no other video may substitute or replace it unless requested by the organizers.

i. Entries who didn’t make it before the deadline or with incomplete required attachments will be automatically disqualified.

j. You may request permission to use footage in your movie that has been shot or created prior to the week of the assigned production period. However, PRIO reserves the right to accept or reject requests.

k. The film must not use music, videos, and images that you have no permission to use in any form (violation of copyright). The use of original music compositions is highly encouraged.

l. It’s important that your team follows the guidelines as outlined in this manual, in particular, your entry will be judged based only on the given criteria: content, technical excellence, and overall quality.
Content (50 pts.)
• Script/story – 15 pts.
• Creativity – 15 pts.
• Originality – 10 pts.
• Coherence- 10 pts.

Technical Excellence (25 pts.)
• Visual creativity – 5 pts.
• Cinematography – 5 pts.
• Sound design and soundtrack – 5 pts.
• Editing – 5 pts.
• Effective use of special effects– 5 pts.

Overall Quality (25pts.)
• Overall impression – 10 pts.
• Meaningfulness – 12 pts.
• Crowd Favorite – 3 pts.

5. Atimonan Public Relations and Information Office (PRIO) does not assume responsibility for technical, network, computer, hardware, or software failure of any kind, stolen, incomplete, delayed internet/e-mail computer transmission, or lost, late, damaged, stolen, incomplete, misaddressed entries, incorrectly transmitted entries or any other entry which does not meet the requirements set out in Rule 3 and 4.

6. Contest Timeline:
• October 27- November 30, 2025 - Production period
• November 21, 2025 - Deadline for registration (5:00 PM)
• December 1, 2025 - Deadline for submission of entries (5:00PM)
• December 3, 2025 - Judging of entries.
• December 3 – 5, 2025 - Public viewing
• December 5, 2025 - End of crowd voting (cut-off will be announced on the last public viewing)
• December 6, 2025 - Announcement of winners at Bulwagang Balagtas (6:00 PM).

7. Prizes will be as follows:
Grand Prize – P 50,000.00
1st Runner up – P 30,000.00
2ndRunner up – P 20,000.00
Consolation (7) – P 3,000.00

8. A panel of judges will be coming from a community knowledgeable in the fields of film and music, they will consider the following criteria in determining the winners: • Content • Technical excellence • Overall quality. However, APRIO reserves the right for the judging panels to eliminate any entry on the basis of objectionable content, including but not limited to nudity, profanity or illegal imagery or actions that violate trademark and copyright laws and those with explicit and malicious content that incites prejudice on race, child safety, mental health, s*x, religion, and other forms of human and animal rights.

9. Each entrant warrants and represents that he/she is the creator of the submitted entry; the entry is original and owned by the entrant; the entry is free of any claims by other parties. If an entry is disqualified an alternate winner will be selected by the judges based on the judging criteria.

10. By entering the contest, the entrants (a) agree to the official rules and the decisions of the judges which shall be final in all respects; (b) ) entry will be part of the archives of Atimonan PRIO and the Atimonan PRIO will have permanent rights to the film (c) grants PRIO the rights to the use of participants' names and likenesses, the name of his/her affiliation, and any statements, quotes or testimonials, photographs, designs, models, software, and/or any other audio-visual materials provided by the entrant, for advertising and publicity purposes and grants LGU- Atimonan and Atimonan PRIO, the rights to reprint, display, reproduce, perform and exhibit the entry without limitation and without any additional compensation to the winner or any other party, except prohibited by law; (d) release LGU- Atimonan and Atimonan PRIO officers and employees from any and all liability for any injuries, losses or damages of any kind caused by participation in 2025 Makabagong Normal sa Atimonan Short Film Festival or resulting from acceptance, possession or use of any prize. (e) and after the contest, shall seek permission from PRIO if he/she intends to use the entry in another contest or exhibition subject to PRIO’s terms and conditions.
