A Call to Action: Implementing a National Reading Plan for Papua New Guinea
Let's Standardize Reading and Comprehension with one Template- Library Box Series

Papua New Guinea's education sector is in crisis, with significant challenges in reading and comprehension standards. Alarmingly, 72% of Grade 5 students are unable to read with understanding, according to the World Bank. This critical issue originates in primary school and has a lasting impact on students' progress in high school and beyond.
PNG's Literacy Challenge
Papua New Guinea's literacy rate is currently at 63.4%, the lowest in the Pacific. The government aims to boost this to 70% by 2027, requiring a significant 6.6% increase. However, given the current pace, meeting this target is uncertain.
The Need for Prioritization
To achieve this goal, PNG must prioritize education and literacy programs, especially in rural areas where quality education is scarce. While Early Childhood Education (ECE) receives significant attention, with a focus on "Learning to Read," there's a pressing need to shift focus to "Reading to Learn" in primary school, where reading and comprehension skills are crucial.
By prioritizing primary school education and literacy programs, PNG can make meaningful progress toward improving its literacy rate and empowering its students for future success.
Challenges and Potential Solutions:
To address the decline in reading and comprehension standards, Education Dept should consider implementing standardized reading programs, increasing access to grade-appropriate books, and providing teacher training.
To overcome these challenges:
1. Implement standardized reading program, we need a Guided Reading Program not Random Books for our primary schools.
2. Providing teacher training and support to enhance their ability to teach reading and comprehension skills. Primary Schools Teachers need basic training in Phonics to help their struggling readers. Teachers also need training in comprehension strategies and basic Science of Reading.
3. Increasing access to grade-appropriate books, identify grade appropriate novels, paragraphs from which whole-class discussions can be done, helping students develop a deeper understanding of texts to enhances their comprehension skills.
4. Addressing poverty and socio-economic factors through targeted interventions.
a) Equal Access to Quality Education: By providing a standardized and high-quality reading program, ensures that all students, regardless of their socio-economic background, have access to the same level of education.
b) Reducing Disparities: a program that helps bridge the gap between students from different socio-economic backgrounds by providing equal opportunities for learning and development.
c) Fostering Inclusive Learning: a program that promotes inclusive learning by catering to diverse learning needs and abilities, helping to level the playing field for students from disadvantaged backgrounds.
d) Breaking the Cycle of Poverty: By improving literacy rates and educational outcomes, the program can help break the cycle of poverty and empower students to reach their full potential.
