Article 28
Everyone is entitled to a social and international order in which the rights and freedoms set forth in this Declaration can be fully realised.

Two States
In the treaty of 1904, Bolivia handed over most of its former coastline to Chile. The countries have been negotiating for 114 years. Today was a decisive moment between the two States. The Presiding Judge Abdelqawi Yusuf said: “The court can not conclude that […] Chile has the obligation to negotiate with Bolivia to reach an agreement giving Bolivia full sovereign access to the Pacific.” President Evo Morales of Bolivia, (middle, bottom right), made notes while the judges one by one rejected the eight arguments of the Bolivian lawyers.

Organisation: International Court of Justice
The International Court of Justice (ICJ) is the principal judicial organ of the United Nations (UN). It was established in June 1945 by the Charter of the United Nations and began work in April 1946. The Court’s role is to settle, in accordance with international law, legal disputes submitted to it by States and to give advisory opinions on legal questions referred to it by authorised United Nations organs and specialised agencies.
