He assists Ernie in his plan to get the whole world to dance with him. Using Bert's phone, Busby plays cinematographer as Ernie gathers footage of everyone dancing, eventually putting it on the web. Given the dancing theme of the story, it is likely that the character's name is a reference to famous choreographer Busby Berkeley.
