This is becoming a new normal in most construction sites. They call it pillar cranking. The cause of this pillar going out of alignment is poor setting out and poor setting of footings.

After discovering that the pillar is out of line where structurally it should be, the contractor or foreman will call his iron bender to use his bar and bring it into the right position. If you have 30 to 35 columns in a foundation and about 7 to 5 are like this, you have done an improper setting out or you did not supervise your excavation activities properly.

When you run out of money go and rest. Take as long as you need to. Just don't take forever.
