MASTER PLAN.
A Master plan could be referred to as a development plan or comprehensive plan.
It is an official legal document adopted by any government as a guide for it's present and future development of any planning area.
A Master is essential for town or city development because it zones the entire Planning area into different landuses; residential, commercial, institutional etc competing for space and as well enhances sustainable city development.
