In our article this week, we examine what meaningful action looks like through the Lagos State Government's effort towards financing education.
While global leaders prepare to discuss the future of education financing in Rome, Lagos State, Nigeria, is already demonstrating what meaningful action looks like.
Through Project Zero and the newly launched Lagos Education Access Fund (LEAF), more than 36,000 out-of-school children have been returned to classrooms since 2021, with plans underway to support an additional 200,000 children through outcomes-based education financing.

Although Lagos has certain structural advantages, its model highlights what is possible when governments, funders, and community organisations collaborate with accountability, innovation, and purpose.
As the world searches for scalable solutions to the global learning crisis, Lagos is already providing part of the answer.

The ₦441.92 billion allocation to the Universal Basic Education Commission in the 2026 budget reflects a clear priority—ensuring that teachers and education personnel are paid.
However, beyond sustaining the workforce, there remains a pressing need to strengthen the foundation on which learning takes place.
With the overwhelming share of the budget directed toward personnel costs, investment in capital expenditure—such as classrooms, learning facilities, and school infrastructure—remains significantly limited. Yet, it is this very infrastructure that enables effective teaching, improves learning conditions, and drives long-term outcomes.
A functional education system requires more than salaries; it demands an environment where both teachers and students can thrive.
As such, there is a clear call to government and relevant stakeholders to increase investment in capital projects to complement personnel spending and build a more efficient, inclusive, and impactful education system.
Because while sustaining the system is important,
transforming it is essential.
