Understanding the and Why Surveying Matters

As of late 2025, approximately 70% of properties in Lagos are unregistered, while about 94% lack a valid title.

A recent government report also indicated that building approvals were issued for fewer than 25% of properties in Lagos.

Lagos is Nigeria and Africa’s most populous but with the smallest in Nigeria.

If the City is well planned and there are foundational controls of development , there wouldn’t be need for Amnesty today.

Whatever the case may be, it is advisable for individuals of the public to take advantage of this opportunity

The Lagos State Government has reintroduced its Amnesty Programme for property owners with existing buildings without planning permits, running from November 1st to December 31st, 2025.

This initiative allows owners to regularize their properties paying the usual . It is a major step toward safer, more compliant, and well-planned urban development.

But what role does surveying play in all this?

: Our Surulere Lagos Project

In the heart of Surulere, Lagos, a recent project executed by OFC Surveyors and City Managers has set a reminder on the way surveying services and work scopes are mixed-up by some of our very good client and how we were able to manage the situation.

🚀 The project began with a Response to Request for Proposal (RFP) for an engineering survey, where the consultants specifically requested “a survey that and can use to start work.”

🤔 But things took an interesting turn! The client suddenly mentioned he was expecting the registration of the land to be inclusive, and we quickly clarified the difference between an As-built Survey and a Cadastral Survey (Registration Survey). These are two different scopes which have two different costs.

: Good morning Sir, You just asked for a registered copy. That sounds like you are considering a Cadastral Survey. This is a chat and your question will be best answered via a call and not a chat. There are several types of land surveying projects and they require different works with different deliverables

: That makes sense. Thank you for this clarification. Lets proceed to Asbuilt Surveying and immediately after, we can commence the registration (Cadastral Survey)
