Purpose: Develop a strategic framework for deploying clean rice parboiling cookstoves and solar dryers across Jigawa State

Presented By: Dare Carbon Limited โ€” on Clean Cookstove Deployment for Climate Action, Food Security, and Economic Growth

Climate Action: Reduce deforestation and indoor air pollution

Food Security: Promote sustainable rice parboiling to enhance nutrition and household resilience

โœ… Approval of Recommendations on Non-Remittance of 1% Contract Deductions

Issue: Non-compliance by some MDAs on statutory 1% deductions on contract awards

Action:

Council approved the recommendations of the investigative committee on the issue

Committee found instances of non-remittance, risking state revenue

Approved Measures:

Corrective actions

Sanctions for defaulting MDAs

Reforms to prevent recurrence

Objectives:

Enforce transparency and accountability in public finance

Strengthen internal revenue generation

Ensure strict fiscal policy compliance

Protect public funds and enhance service delivery

Monitoring: Ministry of Finance to enforce full compliance across all MDAs.

โœ… Construction of Classroom Blocks in 8 Government Day Arabic Senior Secondary Schools (GDASSS)

Amount Approved: โ‚ฆ228,999,786.56

Scope: Construction of 1 block of 3 classrooms each at 8 GDASSS across the state

Objective:

Address classroom overcrowding

Provide conducive learning environments

Support the 12-Point Agenda vision for Greater Jigawa

Goal: Enhance access to quality education as a driver of long-term social and economic development

๐Ÿฅ 4. Strengthening Maternal and Child Healthcare
โœ… Approval of Operational Guidelines for Free MNCH Services

Facilities Covered:

Primary Health Centres (PHCs)

Secondary Health Facilities

Purpose of the Guidelines:

Standardize and improve delivery of Free Maternal, Newborn, and Child Health (FMNCH) services

Clarify roles and responsibilities of health personnel

Promote transparency, accountability, and quality control in healthcare

Expected Impact:

Improve efficiency and effectiveness of FMNCH programmes

Enhance access to equitable, high-quality care for women and children

Reduce maternal and child mortality rates

Implementation Plan:

To commence immediately under Ministry of Health oversight

Training to be organized for General Hospital Management Teams and PHC Managers across all LGAs

๐Ÿ’ผ 5. 2025 Supplementary Budget Proposal
โœ… Approval of 2025 Supplementary Budget for Submission to the State House of Assembly

Purpose: Address emerging financial needs and reinforce priority sectors

Approved Figures:

โ‚ฆ58 billion โ€“ State Government

โ‚ฆ17 billion โ€“ 27 Local Government Councils

Covers both recurrent and capital expenditures

Objectives:

Support ongoing projects and programmes in education, healthcare, infrastructure, agriculture

Provide funds for new or unforeseen expenditure needs

Align public spending with current socio-economic realities and targets

Next Step: Proposal to be formally submitted to the Jigawa State House of Assembly for legislative consideration and approval.
