In May 2026, the Taliban issued a 31-article family law approved by Supreme Leader Hibatullah Akhundzada that codifies marriage, divorce, and child marriage rules.

The law states that a “virgin girl” who has reached puberty is considered to have consented if she remains silent, while giving fathers and grandfathers authority to arrange marriages for minors.

Rights groups say the provisions formalize child marriage and remove safeguards for girls’ consent, while the Taliban says it reflects their interpretation of Islamic law.
