Why Rope Access Falls Under LOLER (UK Regulations) & What Standards We Follow in Industrial Rope Access.

A lot of people still ask:
“Kenapa Rope Access termasuk dalam peraturan LOLER? Tak sama ke macam climbing?”

Here’s the simple truth:

1. Rope Access = Lifting Equipment Under the Law

Dalam industri, rope access dianggap sebagai lifting equipment sebab:

Ropes, descenders & backups are load-bearing equipment

They support a person’s weight (a load)

They lower/raise a technician in a controlled system

Di UK, ini secara automatik jatuh bawah LOLER 1998 (Lifting Operations & Lifting Equipment Regulations) yang wajib:

• Thorough examination by competent person
• Documentation & inspection records
• Safe system of work
• Risk assessment & LOLER register

It’s not just “naik—turun buat kerja”.
It’s a regulated lifting system.

2. What Standards Govern Industrial Rope Access?

Industrial Rope Access ikut beberapa standard utama:

IRATA ICOP (International Code of Practice)

– Global reference untuk safe rope access
operations
– Covers training, equipment, supervision & rescue
– Digunakan secara meluas offshore & onshore.

ISO 22846 Part 1 & 2

– International standard for rope access methods
– Part 1: Principles & terminology
– Part 2: Detailed system requirements & operational guidance
– Diguna oleh negara2 yang tidak bergantung kepada IRATA

LOLER 1998 + PUWER 1998 (UK)

– Diguna di negara Komanwel & syarikat multinasional
– Pastikan semua equipment inspected & fit for purpose
– Rope access equipment = lifting equipment

EN Standards for Equipment

Examples:

EN 1891: Low stretch rope

EN 361 / 813: Harness

EN 12841: Rope adjustment devices

EN 362: Connectors

Setiap equipment ada rating & test requirement tersendiri.

The 2025 IRATA Work and Safety Analysis (WASA) report draws on data submitted by over 700 IRATA member companies in 2024, analysing incidents and dangerous occurrences from over 33 million reported working hours.

We conduct this annual analysis to help understand the conditions in which incidents occur and to support continual safety improvements across our industry. By consistently collecting and learning from operational and training data, we reinforce the safety credentials of industrial rope access techniques.
