It is responsible for improving human resources capacity, service delivery and thereby enhancing the effectiveness and efficiency of the Civil Service. The Civil Service Agency (CSA), currently headed by James A Thompson, was established by an Act in 1973 to serve as the central human resource management institution of the Government of Liberia and to ensure the existence of a competent, professional, and well-motivated civil service that meets the workforce needs of the Government.

Senior Staff schooled on how to become Successful
The Directorate for Career Management and Training at the Civil Service Agency, has embarked on lecture presentation series at senior staffs' meetings.
During its maiden power point presentation on Monday, September 27, 2021, the Consultant for Rural Outreach, Mr. Daniel Paowolio delivered on the topic, "Success".
Consultant Paowolio defined Success from two perspectives - citing the respective definitions of Earl Nightigale and Jim Kohn.
Earl Nightigale sees Success as "the Progressive Realization of a worthy Ideal"; while, Jim Kohn considers Success as "the Achievement of your own personally determined goals that do not hurt you or somebody else".
From said definitions, Consultant Paowolio expanded with the thought that - Life is not a game of change; instead a game of Choice. With further elaboration that Choice implies decision making; responsibility; and goes with consequences. Hence, one taking responsibility of his or her choice, is the beginning of a life of Success, he added.
Both quotes from Henry Ford - "Before anything else, getting ready is the secret of success"; and that of Mahatma Gandhi - "Be the Change you want to see in the World", were highlighted.
Also mentioned, to start, one must know his or herself; determine the priorities; develop the philosophy; maintain the physical health; pay the price; build solid relationship; develop the option; and decide one's purpose in life.
In his summary conclusion, Consultant Daniel Paowolio itemized that the first step to success is the starting point. As such, start with yourself; start early; start small; start with the end in mind; start now; take control of your financial future; and have an attitude that results in action for your altitude.
Previously speaking, the Director for the implementing Directorate (CMT), Mr. Claudius Broderick said, the idea which is proffered by the Director General - Hon. James A. Thompson, and supervised by the Deputy Director General for Human Resource Management & Policy - Hon. Onikeh Smythe-Jackson, is meant to spice up senior staff meetings beyond the customary updating from individual Directorates.
Instead, staffs will be given the chance to develop and lecture on topics at every regular senior staff meeting with the hope that it helps in promoting the needed synergies that are required to improve job related activities at the CSA; for which the CMT sees it befitting and immediately formulated the process for implementation.
Director Broderick disclosed that there are thoughts to invite external Resource Persons some day for the amplification of the initiative.
The applaudable presentation marked with productive and relatively unending interactions, saw staffs buttressing those views with life experienced examples initiated by Hon. Teetee Ruth Pailey - Deputy Director General for Administration and Finance.
