Congratulations to Ambassador Khazar Ibrahim, my former Georgetown classmate, on the successful celebration of Azerbaijan’s Independence Day and Armed Forces Day in Washington, D.C. It is a source of pride to see him recognized as one of the capital’s most dynamic diplomats, whose leadership has helped further strengthen the Azerbaijan–U.S. strategic partnership and deepen the bonds of friendship between the two nations.

This occasion also reminds us of the longstanding and brotherly ties between Afghanistan and Azerbaijan, rooted in mutual respect, shared cultural affinities, and cooperation across diplomacy, regional connectivity, and international engagement.

I remain hopeful that the return of sustainable peace, stability, and inclusive governance in Afghanistan will enable the full resumption and expansion of the broad spectrum of relations and cooperation between our two friendly nations.

I extend my warmest congratulations and best wishes to the Government and people of Azerbaijan. May Azerbaijan continue its impressive progress toward greater peace, prosperity, and development at home, while contributing to stability, cooperation, and understanding across the wider region. 🇦🇿🇺🇸🇦🇫

"In extremely fragile environments like Afghanistan, where state institutions are too weak and the country carries one of the region’s largest displaced populations, gaps in basic service delivery have immediate humanitarian implications, not abstract development costs.

In such dire humanitarian environments, local and international NGOs should be harnessed to fill governance gaps—responding immediately to save lives and help communities restart livelihoods—through hybrid delivery that reinforces, rather than replaces, public functions."

The reality is this: a weak mediator confronted two adversaries, each constrained by well-documented spoiler dynamics--total, greedy, and limited--on both sides. Their fundamentally incompatible interests and misaligned incentives all but precluded any quick breakthrough.

That is precisely why a sustained negotiation process is indispensable. It is through continued engagement that these spoilers can be gradually pressured--and persuaded--to recalibrate their positions toward compromise, even if a fully symmetrical, win-win outcome remains unlikely.
