មេភូមិ៖ មេភូមិជាតំណាងអោយប្រជាពលរដ្ឋទាំងអស់នៅក្នុងភូមិ និងជាខ្សែរយៈចម្បងសម្រាប់តភ្ជាប់ទំនាក់ទំនងរវាងភូមិ និងក្រុមប្រឹក្សាឃុំ សង្កាត់។ មេភូមិ អនុប្រធានភូមិ និងសមាជិកភូមិ ជាតំណាងភូមិ ក្នុងការពិគ្រោះយោបល់ជាមួយគណៈកម្មាធិការផ្តល់យោបល់អំពីកិច្ចការ ភូមិ។ ក្នុងការសម្រេចបញ្ហាណាមួយដែលពាក់ព័ន្ធនឹងភូមិ ក្រុមប្រឹក្សាឃុំ សង្កាត់ ត្រូវពិគ្រោះយោបល់ជាមួយមេភូមិជាមុនសិន។ ប៉ុន្តែមេភូមិមិនមានសិទ្ធិអំណាចចុះហត្ថលេខាលើកិច្ចសន្យា ឬការផ្ទេរអំណាច ឬការចាត់ចែងដទៃទៀត ក្នុងនាមភូមិបានឡើយ។ បែបបទនិងនីតិវិធីនៃការជ្រើសរើសមេភូមិ ត្រូវបានកំណត់ដោយក្រសួងមហាផ្ទៃ។
