Launching a process improvement program should be supported by top management in the organization through commitment and involvement so employees will believe that the program is not a management fad. The program will and should initially solve existing process problems or the so-called special cause problems and we can still use the known tools including the 5WH tool; what is the problem, why it occurs, Where it occurs, When it happens, who was there, and how it occurs. Many employees or managers may be sensitive or reluctant in answering these questions about the problem because of the finger-pointing culture in the organization at those responsible of the problem. The program will change this culture to a culture where “we all are responsible for the problem or win-win culture “
