- معًا لصوتٍ أقوى: حوار في نينوى لتعزيز تنسيق منظمات المجتمع المدني مع الحكومة!
أقامت منظمة جلسة حوارية في محافظة نينوى ضمن إطار مشروعها "مبادرة: تعزيز بيئة تمكينية لمنظمات المجتمع المدني في العراق" المموّل من الإتحاد الأوربي، وبالتوازي مع مشروع "تنسيق لتعزيز التفاعل بين المنظمات غير الحكومية والحكومة" بدعم من صندوق الأمم المتحدة للديمقراطية.
هدفت الجلسة إلى تعزيز قنوات التنسيق والتواصل بين منظمات المجتمع المدني والحكومة المحلية، من خلال تشجيع مشاركة المنظمات في اللجنة التنسيقية المشتركة في نينوى، بما يسهم في بناء شراكة أكثر فاعلية لدعم العمل المدني وتحقيق استجابة أفضل لاحتياجات المجتمع.
وتضمّن الجزء الثاني من الجلسة نقاشًا تفاعليًا حول التحديات التنظيمية والإدارية التي تواجهها منظمات المجتمع المدني، ومن أبرزها:
1- التحديات المرتبطة بإجراءات التسجيل لدى الجهات الحكومية.
2- الصعوبات المتعلقة بدفع ضريبة الدخل والضمان الاجتماعي.
3- الفجوات في التنسيقبين منظمات المجتمع المدني والمنظمات الدولية.
4- قضايا الامتثال والتمثيل المؤسسي، بما في ذلك غياب جهة أو منصة تمثّل هذه المنظمات بشكل موحّد أمام الحكومة والجهات المانحة.
شارك في الجلسة ممثّلين عن الحكومة المحلية ونشطاء المجتمع المدني وممثّلين عن المنظمات غير الحكومية، حيث شاركوا في تبادل الخبرات وتسليط الضوء على هذه التحديات، بهدف تعزيز جهود المناصرة والعمل المشترك لإيجاد حلول عملية تسهم في تمكين منظمات المجتمع المدني وتطوير دورها كشريك أساسي في التنمية والحكم الرشيد في نينوى.
- Together for a Stronger Voice: Dialogue in Ninewa to Strengthen Coordination Between Civil Society Organizations and the Government!

UPP held a dialogue session in Ninewa Governorate as part of its project “Mubadara: Enhancing an Enabling Environment for Civil Society Organizations in Iraq,” funded by the European Union, and in parallel with the “Tanseeq (Coordination) Project for Strengthening NGOs Interaction with Government” made possible through support from the UN Democracy Fund.
The session aimed to strengthen channels of coordination and communication between civil society organizations and the local government by encouraging organizations to participate in the Joint Coordination Committee in Ninewa, thereby contributing to building a more effective partnership that supports civic engagement and ensures a better response to community needs.
The second part of the session included an interactive discussion on the regulatory and administrative challenges faced by civil society organizations. Key issues discussed included:
1. Challenges related to registration procedures with government authorities.
2. Difficulties associated with paying income tax and social security contributions.
3. Gaps in coordination between civil society organizations and international organizations.
4. Compliance and institutional representation issues, including the absence of a unified body or platform representing these organizations before the government and donor entities.
The session brought together representatives from the local government, civil society activists, and representatives of non-governmental organizations, who engaged in exchanging experiences and highlighting these challenges. The discussion aimed to strengthen advocacy efforts and joint action toward practical solutions that contribute to empowering civil society organizations and enhancing their role as key partners in development and good governance in Ninewa.
