Foxconn zeroes in on AP’s Sri City for setting up manufacturing unit
Plans big for India; also looks at setting up data centres

Foxconn, the largest contract manufacturer of phones/gadgets and hardware globally, has zeroed in on Sri City in Andhra Pradesh to locate a manufacturing facility, according to sources close to the development.

The $131.8-billion (2013) Taiwanese giant is planning to set up several units in the country involving significant investments. According to the sources, the Foxconn CEO indicated plans to set up 10-12 manufacturing units and possibly create one million jobs by 2020. The initial focus will be on Gujarat and Maharashtra, besides AP. Foxconn is also looking to set up data centres and invest in start-ups. Chinese mobile phone companies like Xiaomi and Gionee are among those that have outlined plans for manufacturing in India and they could team up with Foxconn.

Enthused by the Narendra Modi Government’s call for ‘Make in India’ and his Digital India initiative, Terry Gou, Chief Executive Officer of Foxconn, and his team have been scouting various locations across the country. But they are to set the ball rolling in Andhra Pradesh, which they find very investor friendly.

Andhra Pradesh Chief Minister N Chandrababu Naidu met with Terry Gou late on Thursday and, according to the sources, they discussed the location for setting up a manufacturing base for cell phones and other gadgets.

During the meeting with Naidu, policy related issues and the support of the State government in setting up the manufacturing facility and labour related norms were discussed. On a request from some of the manufacturing units in Sri City, the State Government has already tweaked labour laws, including allowing three shifts.

The AP government presented Chittoor as one possible location but Foxconn wants to start off at Sri City to facilitate easy shipments to other markets in India because of its proximity to the Krishnapatnam port and to Chennai, which is about 60 km away. According to the sources, Foxconn already manufactures cell phones from a facility in Sri City though this is a low key affair.

According to the sources, Foxconn will start off in Sri City at a facility to be built to its specifications. Subsequently, the company will set up a larger unit.

The AP Government is also looking at attracting electronics companies at a site contiguous to Sri City, and has taken certain policy initiatives including refund of stamp duty and registration charges for land as also VAT rebates.

One lakh acres to be acquired for promoting automobile industry in the district

The administration has initiated efforts to identify and acquire one lakh acres in the stretch of coastal land from Krishnapatnam port to the border town of in Nellore district, considering the potential the region holds for promoting automobile manufacturing units.

As this area is located close to ports and international airports, the industry is confident that the foreign companies would be keen to arrive here to set up their industries. The State government has outlined its priorities on promoting an automobile hub in Nellore district in the first of its kind policy released for the automobile sector recently.

The policy referred to how the State had lost an opportunity in spite of the locational advantages it had in giving a fillip to auto sector. During his recent visit to Japan along with Chief Minister N. Chandrababu Naidu, Municipal Administration Minister P. Narayana has found out that several companies there were showing interest in suitable, centrally located regions which are strong on the logistics front.

Stating that there are many similarities between Japan and Andhra Pradesh, Mr. Narayana said the presence of long coastlines had proved to be highly advantageous to both the places. Action plans would be chalked out to convince the Japanese and Singapore companies to come here and set up their units. During interaction with the industry and trade bodies there, the Andhra Pradesh delegation had seen a positive response from them to invest in the State.

The aspect of developing automobile sector with investments from domestic and foreign companies in Nellore and Chittoor districts has been one of the key features in the presentations made to foreign delegations. These districts have witnessed the development of many special economic zones like the Sri City integrated industrial zone.

Mr. Narayana said social infrastructure was also being developed in the region with a decision taken to acquire 150 acres for a big stadium on Podalakur road near Nellore city. Compensation was being paid at the rate of Rs. 4 lakh per acre with the total amount coming to Rs. 6 crore.

As per the policy, industrial promotion would be extended to all areas and an indication to this effect came from the efforts being made to acquire 2,600 acres in the Nellore-Kavali stretch. The big advantage of these places from to Kavali was that the national highway 5 is passing through these areas. This is a big boon for the hinterland connectivity from the ports.
