It's a sindhi proverb

Meaning:-
“Weak or helpless beings attract more trouble.”
or
*The weak suffer the most harassment.

"This proverb is used to describe how people (or situations) that are already vulnerable often face more problems, criticism, or exploitation—
just like weak cattle get bothered by more mosquitoes.
