ITANAGAR, June 12: The Directorate of Higher and Technical Education has informed that scholarship payments under centrally sponsored schemes have commenced following the successful transition to the new SNA-Sparsh payment system operated through the Reserve Bank of India (RBI).
According to an official release, the implementation of all Central Government schemes has recently shifted to the SNA-Sparsh mode, requiring extensive technical integration among the National Scholarship Portal (NSP), Integrated Education Management Information System (IEMIS), Public Expenditure Management System (PEMS), the concerned Ministry, the RBI, and the National Payments Corporation of India (NPCI). The department stated that the transition process involved multiple stages of technical integration and testing, resulting in a brief delay in scholarship disbursement.
The Ministry of Tribal Affairs, Government of India, released โน71.99 crore as the first instalment for scholarship payments. Subsequently, the Education Department received a total sanction of โน79.99 crore on June 2, 2026, including the State Government's matching share.
The department disbursed the entire sanctioned amount of โน79.99 crore on June 6, covering 27,219 students under the first instalment. Officials stated that the scholarship amount is expected to be credited to the beneficiaries' bank accounts shortly.
However, the department noted that scholarships for an additional 22,029 students are pending and will be disbursed once the Ministry of Tribal Affairs releases the remaining required funds.
To expedite the process, the Education Department has already submitted the Utilization Certificate for the first instalment and formally requested the Ministry of Tribal Affairs to release the next instalment at the earliest.
The department also identified 2,157 students facing bank account and Aadhaar-related issues, which need to be rectified by the concerned students to facilitate successful transfer of scholarship funds.
Meanwhile, officials highlighted that the State Government-funded stipend and book grants were already released in April 2026, benefiting eligible students across the state.
The Directorate assured students and stakeholders that efforts are underway to ensure timely release of the remaining scholarship funds once additional assistance is received from the Centre.

ITANAGAR, June 11: Arunachal Pradesh Home Minister Mama Natung on Thursday highlighted the transformative journey of the state under the BJP-led double-engine government, citing major achievements in financial reforms, governance, infrastructure, youth empowerment, and grassroots development over the past decade.
Addressing a press conference, Natung said that under the leadership of Chief Minister Pema Khandu, โTeam Arunachalโ has successfully modernized governance, strengthened public institutions, and accelerated the state's progress toward self-reliance and sustainable development.
He noted that while Member of Parliament Tapir Gao highlighted the achievements of Prime Minister Narendra Modi during his 12 years in office, the state government has simultaneously achieved remarkable progress in public welfare and administrative reforms.
State Revenue Crosses โน4,600 Crore
Highlighting the state's financial transformation, Natung stated that Arunachal Pradesh's State Own Resource (SOR) revenue has witnessed unprecedented growth.
According to the Minister, the state's own revenue stood at just over โน958 crore in 2014-15 during the previous Congress regime. Since 2016, the government has focused on plugging revenue leakages and improving financial transparency, resulting in the state's revenue crossing โน4,600 crore.
He further pointed out that the state's annual budget has expanded significantly from around โน12,000 crore to nearly โน39,000 crore, reflecting improved fiscal management and enhanced resource mobilization.
The Minister attributed this growth to stricter monitoring of mining revenues, forest royalties, water charges, electricity dues, and land revenue collections.
10 Percent SOR Allocated to Panchayats
Emphasizing the government's commitment to grassroots development, Natung said Arunachal Pradesh became one of the few states to allocate 10 percent of its State Own Resources directly to Panchayati Raj institutions.
More than โน100 crore is disbursed annually to local self-governments, enabling village-level planning through the Gram Panchayat Development Plan (GPDP) framework.
Digital Governance Revolution
Under the government's โTransform, Reform, Performโ vision, several digital governance initiatives have been implemented.
The Minister highlighted the introduction of a comprehensive e-File system, allowing transparent tracking of official files and reducing bureaucratic delays. He also noted that Arunachal Pradesh became the first state in Northeast India to adopt e-Vidhan, enabling paperless legislative proceedings.
Other digital initiatives include e-Cabinet, e-Marriage, and various citizen-centric online service portals aimed at improving efficiency and accessibility.
Transparent Recruitment System
Natung described recruitment reforms as one of the government's most significant achievements.
He stated that institutions such as the Arunachal Pradesh Staff Selection Board and Arunachal Pradesh Public Service Commission have strengthened merit-based recruitment, ending the culture of political recommendations and favoritism in government appointments.
According to him, deserving candidates are now securing positions as Circle Officers, Section Officers, Engineers, and other government officials purely through merit.
โSarkar Aapke Dwarโ Reaches Remote Areas
The Minister praised the success of the Sarkar Aapke Dwar and Seva Aapke Dwar initiatives, describing them as unique governance models aimed at delivering services directly to citizens.
He informed that more than 1,051 camps have been organized across remote villages and administrative circles, enabling residents to access essential services such as Permanent Resident Certificates (PRC), Scheduled Tribe certificates, birth certificates, and other government benefits without traveling long distances.
The government has also conducted Cabinet Aapke Dwar programs, with ministers visiting remote regions, including Kibithu, to interact directly with citizens and assess local developmental needs.
Major Boost to Youth, Sports, and Culture
Calling the youth the backbone of Arunachal Pradesh, Natung highlighted the government's support for cultural and talent-based platforms such as Arunachal's Got Talent, Arunachal Idol, Miss Arunachal, and Mr. Arunachal.
He said these initiatives have helped local artists and performers gain recognition at national and international levels.
In sports, Arunachal Pradesh has emerged as one of the leading states in the Northeast, rising to the second position in the region through investments in infrastructure and athlete development.
The state has successfully hosted several national and international competitions in boxing, football, karate, weightlifting, and chess.
To encourage sporting excellence, medal winners from national and international events are honored annually on National Sports Day, while a 10 percent sports quota has been introduced in police and other government services to ensure career opportunities for athletes.
Healthcare and Welfare Initiatives
Concluding his address, Natung highlighted the expansion of Tomo Riba Institute of Health and Medical Sciences, which has grown from a 50-bed facility into a 100-bed medical college, significantly strengthening medical education and healthcare services in the state.
He also praised welfare schemes such as the Chief Minister Arunachal Arogya Yojana (CMAAY), reaffirming the government's commitment to inclusive development and improved public service delivery across Arunachal Pradesh.
