Why most IT companies not share complete detail until they reassure that they are going to get project?

The other day, I received a call from someone in Dubai, UAE. They were referred to me and were interested in creating an eCommerce platform. However, during our conversation, they mentioned that they were also looking for a corporate website design service, but couldn't recall the specific IT terminology for it.
As our conversation progressed, I learned that they were seeking more information on how to develop their eCommerce website, which would involve listing over 1000 products. Interestingly, they mentioned that they had already spoken to 5-6 web design companies, but none of them provided them with the comprehensive details they needed.
The person mentioned that, being a non-technical individual, it was challenging for them to understand the intricacies of the project. However, I was able to explain everything in a way that they could easily grasp, giving them a clear idea of where to begin.
To further assist them, I asked for their email address and sent them all the details again, this time using simple, non-technical language instead of complex business jargon. They were impressed with this approach and requested our business profile to present to their decision makers, showing that we are the right fit for their project.
