He has also served as President, University Law College, Bhubaneswar in 1991 and 1992 (Two terms); National Joint Secretary and National General Secretary of the National Student Union of India (NSUI), New Delhi (1993 -1997) during the course of which he was in-charge of various states such as Jammu & Kashmir, Himachal Pradesh, Delhi, Andhra Pradesh, Karnataka, Maharashtra, Tamil Nadu, etc. He has not only served as the Spokesperson of the All India NSUI but also as the President of the National Student Union of India, Odisha State (1997 – 2001); Secretary, Pradesh Congress Committee (2001-2004); General Secretary, Pradesh Congress Committee (2008 – 2018; Four terms); Vice – President, Pradesh Congress Committee (2018 onwards); Member, All India Congress Committee and Member, Pradesh Congress Committee since 1997. In 2007, Debasis Patnaik received the Best Youth MLA award in the 13th Odisha Assembly for his outstanding performance on the floor of the Assembly by the Hon’ble Chief Minister of Odisha Shri Naveen Patnaik.
