For 15 years the Safe Harbour arrangement allows privileged status to US companies, allowing them easy trans-atlantic transfer of data out of the EU. It allows companies to “self-certify” that EU data that collect will, once transferred across the Atlantic, be processed in the US with privacy standards viewed as “adequate” by the EU.
