Each programme will address diverse social issues, with special emphasis on creating a viable sentencing alternative for non-violent juvenile offenders, and establishing a pre-release and re-integration programme for those currently incarcerated, so as to reduce the rate of recidivism, and to arrest the rapid and continuous degeneration of families.
