Gibraltar's new residence criteria are now published.

The Government of Gibraltar has set out the criteria that will govern applications for residence, completing the reform that began with the suspension of new applications on 6 October 2025. The framework ties residence to genuine economic contribution and to compliance with the regime that applies to anyone living and working here.

The main features for employed applicants are a qualifying salary at the average gross annual earnings, currently £37,500 and updated annually, employment with an established and properly licensed Gibraltar business, suitable accommodation as a primary residence, and an age limit of 55 subject to ministerial discretion. Benefits extend to the applicant, spouse and children and not to parents, and full Gibraltarian status now follows 20 years of residence for new applicants. The application fee is £250.

The reform is consistent with the concern the Government identified in October 2025, that the residence regime needed recalibration so that residence reflects sustained contribution to Gibraltar rather than the prospect of onward mobility under the treaty. The questions that will matter most in practice sit in the discretionary routes, in the position of employers whose own standing now affects an applicant's eligibility, and in the transitional treatment of those present before 6 October 2025.
