Inter-ministerial Task force

Training with international standards is being provided on techniques of investigating gender-based violence for members of the investigative team.

The Inter-Ministerial Task Force is providing capacity-building training based on international standards and practices to an investigation team tasked with investigating gender-based violence. This team is one of the four committees set up to investigate crimes committed during the conflict in the northern part of the country. It is learned that the training will last for four consecutive days starting from May 21, 2014.

The training is believed to enable investigations to be carried out in accordance with international standards, as well as to provide a comprehensive understanding of how to bring foreign experiences to our country and use them to solve similar problems. For example, the experience of South Sudan and the Republic of the Congo is expected to provide an in-depth account of how the countries have faced similar problems in the face of such problems, as well as their experience in upholding the rule of law.

In addition, the training will help investigators to bring wrongdoer who violates international humanitarian law; war criminals or groups, how to deal with victims of sexual violence in the community, in conjunction with our country's legal framework.
In his opening remarks, Fikadu Tsega, State Minister for the Ministry of Justice of the Federal Democratic Republic of Ethiopia, addressed the gathering. He says the training will help our sisters who are suffering from gender-based violence to be heard in the front of justice and the victims of this crime to go through this investigation and find out how cruel and widespread the crime was.

Trainers also know that you have a responsibility to provide psychological support to the victims and to carry out other economic and social support activities as much as possible. "I hope you understand the concept of how victims can be identified and do a better job," he said.

While the UN is expected to fulfill its legal obligations, it is the government's primary responsibility to investigate and prosecute sexual assault, which is primarily concerned with the safety and security of citizens.

"I would like to urge you to use the training as a resource and as an input," he said.
"Finally, I would like to inform you that our institution will always investigate the any violations or criminal acts on its citizens and bring the perpetrators to justice," the state minister said.

Charles Nickma, Deputy Chief of Staff of the United Nations Commission on Human Rights and State Minister for Women and Social Affairs, Alemitu Omod have also gave an opening remark.

The training is being provided to 30 members of the team by professional trainers from abroad and international standard investigations are expected to be conducted using the resources from the training.

በሚኒስትሮች ግብረ-ኃይል ስር የተዋቀረው የምርመራ እና ከሶ ማስቀጣት ኮሚቴ፣ የተባበሩት መንግስታት ድርጅት ከፍተኛ የሰብአዊ መብቶች ኮሚሽነር እና ሄግ የሚገኘው የአለም አቀፍ የወንጀል ምርመራ ኢንስቲቲዩት በጋራ በመሆን የአለም አቀፍ የወንጀል ምርመራን ስርዓትን አስመልክተው ያዘጋጁት ስልጠና ከሚያዝያ 18 እስከ 23/2014 ድረስ ለስድስት ቀና የሚቆይ ሲሆን ስልጠናው በአለም ዐቀፍ ደረጃ የዳበረ ዕውቀት እና ልምድ ባላቸው አሰልጣኞች አማካኝነት የሚሰጥ መሆኑ ታውቋል፡፡

ስልጠናው እየተሰጠ የሚገኘው በሰሜን ኢትዮጵያ በተፈጠረው ግጭት አማካኝነት የተፈጸሙ ወንጀሎችን በመመርመር ላይ ለሚገኙ የምርመራ እና ጥፋተኛን ከሶ ማስቀጣት ኮሚቴ አባላት ሲሆን ዓላማውም የወንጀል ምርመራ እና ከሶ ማስቀጣትን በተመለከተ አባላቱ የተሻለ እውቀት እና ክህሎት እንዲጨብጡ እና ህግን በማስከበር እና የህግ የበላይነትን በማረጋገጥ ረገድ የተሻለ ውጤት እንዲያስመዘግቡ ለማድረግ ነው፡፡

ስልጠናው በዋናነት ትኩረቱን ያደረገው ከምርመራ እና ተልዕኮ እቅድ አያያዝ፣ የወንጀል ስፍራ መረጃ አያያዝ፣ መረጃ አሰባሰብ እና የቃለ-መጠይቅ አቀራረብ፣ የማህበራዊ ሚዲያ መረጃ ትንተና፣ የወታደራዊ ተቋማት አሰራር እና መሳሪያዎች አያያዝ (ትዕዛዝ እና ቁጥጥር ስርዓት እና የበላይ ትዕዛዝን በተመለከተ)፣ የደረሱ ሞቶች እና ጉዳቶች ምክንያት ልየታ፣ ከጅምላ የመቃብር ስፍራዎች የሚገኙ ቅሪቶችን የማውጣት እና የመለየት ክህሎት እንዲሁም የመረጃ ትንተና እና ምዘና ክህሎት ላይ ሲሆን በተጨማሪም በታጠቁ ሀይሎች ግጭት ምክንያት የተፈጸሙ ጾታዊ ጥቃቶችን የሚመለከቱ ምርመራዎችን በሚመለከት የኮሚቴ አባላት ተግባር ተኮር የሆነ ስልጠና እንዲያገኙ በማድረግ ተጨባጭ እውቀት እና ክህሎት እንዲጨብጡ የሚያስችሉ ርዕሰ ጉዳዮች ላይ ስልጠና ይወስዳሉ ተብሎ ይጠበቃል፡፡
