Building stronger pathways to decent work takes partnership, reflection, and learning from experience. That was the spirit of the “Lessons Learned Workshop on Strengthening Employment Pathways through Work-Based Learning (WBL),” organized by the International Labour Organization through its PROSPECTS programme in partnership with Luminus Technical University College (LTUC) in .

Government institutions, workers’ and employers’ organizations, training providers, civil society, and international partners reflected on the implementation of projects supporting young Jordanians and Syrian refugees through market-relevant, competency-based vocational and work-based learning between February 2025 and January 2026.

At the core of the ILO’s WBL model is a simple conviction: learning is most powerful when it happens in real workplaces: alongside real work, colleagues, and challenges. Structured and competency-based, WBL creates a bridge between training and sustainable livelihoods through strong partnerships between training institutions and employers.

The results demonstrate what partnership and systems-building can achieve:
✅ More than 25,000 individuals reached through collaboration with LTUC across interventions
✅ Nearly 1,000 trainees enrolled across two phases of implementation
✅ 489 people supported into employment
✅ A strong inclusion focus, with 40% women and 30% Syrian refugees among beneficiaries
✅ 107 employer MoUs signed across different sectors
✅ National certification issued through the Accreditation and Quality Assurance Commission (AQAC)

نحتاج الى الشراكة والتعلم من الخبرات لبناء مسارات اقوى نحو العمل اللائق هذا ما عكسته ورشة “استخلاص الدروس المستفادة لتعزيز مسارات التوظيف من خلال التعلّم القائم على العمل (WBL)” التي نظّمتها منظمة العمل الدولية من خلال برنامج آفاق، بالشراكة مع كلية لومينوس الجامعية التقنية (LTUC) في #الأردن.
وشارك في الورشة ممثلون عن المؤسسات الحكومية، ومنظمات العمال وأصحاب العمل، ومقدّمو التدريب، ومنظمات المجتمع المدني، والشركاء الدوليون، حيث ناقشوا تنفيذ المشاريع الهادفة إلى دعم الأردنيين واللاجئين السوريين من خلال التدريب المهني ، القائم على الكفايات والتعلّم القائم على العمل الملائم لاحتياجات سوق العمل، خلال الفترة الممتدة بين شباط/فبراير 2025 وكانون الثاني/يناير 2026.
وينطلق نموذج منظمة العمل الدولية للتعلّم القائم على العمل من قناعة بسيطة: أن التعلّم يكون أكثر فعالية عندما يحدث في بيئات عمل حقيقية، من خلال العمل الفعلي إلى جانب موظفين وعمال وبمواجهة التحديات اليومية. ومن خلال نهج منظّم قائم على الكفايات، يوفّر التعلّم القائم على العمل جسراً يربط بين التدريب وسبل العيش المستدامة، عبر شراكات قوية بين مؤسسات التدريب وأصحاب العمل.
وتُظهر النتائج ما يمكن تحقيقه من خلال الشراكات وبناء الأنظمة:
✅ الوصول إلى أكثر من 25,000 شخص من خلال التعاون مع LTUC عبر مختلف التدخلات.
✅ تسجيل ما يقارب 1,000 متدرّب/ة عبر مرحلتين من التنفيذ.
✅ دعم 489 شخصاً للوصول إلى فرص عمل.
✅ تركيز قوي على الشمول، حيث شكّلت النساء 40% واللاجئون السوريون 30% من المستفيدين.
✅ توقيع 107 مذكرات تفاهم مع أصحاب عمل في قطاعات مختلفة.
✅ إصدار شهادات وطنية من خلال هيئة اعتماد مؤسسات التعليم العالي وضمان جودتها.
