The “In-Canada Workers Initiative” is NOT a new open TR to PR pathway like the 2021 program many temporary residents were hoping for.
What IRCC officially confirmed on May 4, 2026:
✅ Up to 33,000 workers will transition to PR
▪20,000 in 2026
▪Remaining in 2027
✅ 3,600 workers already received PR between Jan–Feb 2026
✅ This is mainly faster processing of existing PR applications
Who qualifies?
You may benefit ONLY IF you already have a PR application submitted under one of these:
▪Provincial Nominee Program (PNP)
▪Atlantic Immigration Program (AIP)
▪Community Immigration Pilots
▪Caregiver Pilots
▪Agri-Food Pilot
PLUS:
✔ You must have lived in a smaller/rural community for at least 2 years
Who is NOT included right now?
❌ PGWP holders without a PR application
❌ International graduates waiting for a new TR to PR stream
❌ Temporary workers in major cities like Toronto, Vancouver, Montreal
❌ Anyone expecting a new public application portal
There is no new intake, no new portal, and no first-come-first-served application system announced.
What this really means
This is basically IRCC saying:
“We are speeding up already-submitted PR applications for workers in smaller communities.”
It is not:
🚫 A new pathway
🚫 A second version of the 2021 TR to PR program
🚫 An open opportunity for all temporary residents
If you’re a temporary resident, what should you do?
👉 Keep your status valid
👉 Continue pursuing Express Entry / PNP / existing PR pathways
👉 Don’t rely on rumors about a new TR to PR portal
👉 Watch official IRCC updates monthly
Biggest disappointment for many applicants
A lot of people expected a new PR pathway for:
▪PGWP holders
▪International graduates
▪Workers with expiring permits
But based on the official release, that is not happening right now.
This update mostly helps people already in the PR queue, especially those in rural or smaller communities.
