🚨 BREAKING: Canada Pauses Issuance of New Citizenship Certificates While Reviewing Previously Issued Cases

Just days after IRCC began sending letters asking some newly recognized Canadians to surrender their citizenship certificates for review, Immigration Minister Lena Diab has confirmed that Canada has now paused all new citizenship-by-descent approvals while it investigates what went wrong.

📌 Key updates:

▪️ New citizenship by descent approvals are temporarily on hold.
▪️ Previously approved certificates are being reviewed.
▪️ Those who already received citizenship remain Canadian citizens and can continue to work and travel while their files are under review.
▪️ Some individuals have already received revalidation letters confirming that their citizenship certificates remain valid.
▪️ IRCC has also tightened its documentary requirements, emphasizing that proof of lineage must come from original source authority rather than relying solely on third-party genealogy records.

What triggered the review remains unclear. When asked whether the issue was related to AI, advanced analytics, or officer error, the Minister declined to provide details, stating only that an investigation is underway.

This is an unprecedented development following the December 2025 changes to Canada's citizenship laws, which opened the door for many individuals with Canadian parents, grandparents, and even more distant ancestors to claim Canadian citizenship.

With over 82,000 applications now in the queue and processing times approaching 15 months, applicants should expect increased scrutiny and higher documentary standards moving forward.

If you are preparing a citizenship by descent application, ensuring that your lineage is supported by official records has never been more important.

🚨 WORK PERMIT WITHOUT LMIA? 🇨🇦
Yes — if you speak French, this may be an option for you.

Canada’s Francophone Mobility Program allows many French-speaking foreign workers to obtain an employer-specific work permit WITHOUT the employer needing an LMIA.

✅ No LMIA
✅ Faster and simpler process
✅ Available for many occupations
✅ Can be a great pathway toward PR

One important detail:
This program is generally available for jobs located outside of Quebec.

You do NOT need to be from a French-speaking country — but you do need to demonstrate French language ability through an approved test.

With the increasing demand for French speakers in Canada, this program has become one of the most valuable immigration options available right now.

⚠️ Eligibility requirements still apply and not every employer or job will qualify.

And remember — Francophone Mobility is only ONE LMIA-exempt pathway. Depending on your citizenship, occupation, and experience, there may also be work permit options available under international free trade agreements and other LMIA exemptions.

📩 Think you may qualify?
Book a consultation with Pivot North Immigration to assess your eligibility and create a strategy for your work permit and PR pathway.

🇨🇦 You May Already Be Canadian — and not even know it

Canada changed its citizenship laws under Bill C-3, and many people with Canadian ancestry may now qualify for citizenship by descent — even through a grandparent or great-grandparent.

We’re already seeing inquiries from people discovering Canadian roots through:
• old family records
• military documents
• church or census records
• forgotten birth registrations

But these applications are often more complex than people expect.

The challenge is usually not finding a Canadian ancestor — it’s proving the full lineage clearly enough for IRCC to accept it.

Some people previously told they were not eligible may now qualify under the new law.

In our latest blog post, we break down:

✔️ who may qualify
✔️ what changed under Bill C-3
✔️ common issues we’re already seeing
✔️ what documents may be needed
