Policy Update: Burnaby reduces the height and size of new province-mandated multi-unit housing.
On October 16, 2025, Burnaby City Council approved amendments to its zoning bylaw that will significantly impact small-scale multi-unit housing.
The changes include:
• Reduction in height
• Reduction in density
• Increase in Parking
While these changes aim to preserve neighbourhood character, they also alter the feasibility of many proposed projects — especially those planned under the province’s new housing legislation.
