Switzerland faces pressure to act on Artsakh peace forum mandate

(Horizon Media / ZURICH) — Switzerland’s Federal Council is facing renewed scrutiny over its handling of a parliamentary mandate calling for an internationally supervised peace forum on Artsakh (Nagorno-Karabakh) and the right of return of its displaced Armenian population.

In March 2025, both chambers of the Swiss parliament adopted Motion 24.4259, instructing the Federal Council to organize, within one year, a peace forum bringing together Azerbaijan and representatives of the Armenians of Artsakh. The initiative was intended to address the collective and safe return of Armenians forcibly displaced from Artsakh following Azerbaijan’s September 2023 military offensive.

The motion marked one of the few concrete international parliamentary efforts aimed specifically at creating a dialogue mechanism between Baku and the displaced Armenian community of Artsakh. Its implementation, however, has stalled.

Speaking in parliament on June 15, Swiss Foreign Minister Ignazio Cassis said Switzerland could not engage with representatives of Artsakh because it does not recognize the region as a state entity. He argued that Switzerland maintains official relations with states, not with “segments of another state’s population.”

Christian Solidarity International criticized that position, saying Switzerland has a long history of engaging with non-state actors in peace processes, including in Colombia, Sudan and Israeli-Palestinian dialogue. CSI said the Federal Council’s explanation risks undermining both the parliamentary mandate and Switzerland’s traditional role as a facilitator of dialogue.

Swiss officials have also pointed to opposition from Armenia and Azerbaijan as an obstacle to moving forward. CSI noted, however, that the adopted motion specifically calls for dialogue between Azerbaijan and representatives of Artsakh Armenians, not a state-to-state process involving Armenia.

A delegation of Artsakh Armenian representatives visited the Swiss parliament in April but was not received by the Federal Council or the foreign ministry.

The dispute has raised broader questions about whether Switzerland will implement its own parliamentary decision and whether any meaningful international mechanism will be created to address the rights, security and return of Artsakh’s displaced Armenian population.

ՊԷՅՐՈՒԹ — Իսրայէլ եւ «Հըզպոլլահ» համաձայնած են այսօրուընէ հրադադար հաստատել Լիբանանի մէջ, կը հաղորդէ Reuters-ը՝ վկայակոչելով ամերիկացի բարձրաստիճան պաշտօնատար մը։

Դիւանագիտական աղբիւրներու համաձայն, համաձայնութիւնը մշակուած է Միացեալ Նահանգներու եւ Քաթարի միջնորդութեամբ՝ Իրանի մասնակցութեամբ։ Զարգացումը տեղի ունեցած է Զուիցերիոյ մէջ նախատեսուած ԱՄՆ-Իրան բանակցութիւններու յետաձգումէն քանի մը ժամ ետք։

Հրադադարի յայտարարութենէն առաջ Իսրայէլի բանակը նոր հարուածներ հասցուցած էր հարաւային Լիբանանի մէջ։ Գործողութիւններուն հետեւանքով զոհուած էր առնուազն 18 մարդ, վիրաւորուած՝ աւելի քան 30 ուրիշներ։ «Հըզպոլլահ»-ի պատասխան հարուածներէն սպաննուած էին իսրայէլացի չորս զինուորներ։

Իսրայէլի վարչապետ Բենիամին Նեթանիահու յայտարարած էր, որ Իսրայէլ պիտի չհանդուրժէ իր զինուորներուն կամ տարածքին դէմ որեւէ յարձակում՝ զգուշացնելով, որ «Հըզպոլլահ» «ծանր գին» պիտի վճարէ։ Իր կարգին, «Հըզպոլլահ» Թել Աւիւը մեղադրած էր հրադադարը խախտելու մէջ եւ յայտարարած, որ կը պաշտպանէ Լիբանանի տարածքն ու ժողովուրդը։

Լիբանանի մէջ հրադադարի յայտարարութեան զուգահեռ, անորոշ կը մնայ ԱՄՆ-Իրան բանակցութիւններու ընթացքը։ Սպիտակ տունը հանդիպման յետաձգումը բացատրած է կազմակերպչական խնդիրներով, մինչ իրանական լրատուամիջոցներ կը պնդեն, թէ Թեհրանն էր հետաձգած իր պատուիրակութեան այցը՝ Լիբանանի վրայ իսրայէլեան հարուածներուն պատճառով։

Իրանի արտաքին գործոց նախարարութիւնը յայտարարած է, որ Լիբանանի մէջ պատերազմի դադրեցումը ԱՄՆ-ի եւ Իրանի միջեւ ձեռք բերուած փոխըմբռնման անբաժանելի մասն է։ Թեհրան նաեւ զգուշացուցած է, որ անհրաժեշտ բոլոր քայլերը պիտի ձեռնարկէ իր անվտանգութիւնը, շահերը եւ դաշնակիցները պաշտպանելու համար։

Մինչ այդ, Հորմուզի նեղուցով երթեւեկութիւնը աստիճանաբար կը վերականգնուի։ Իրանը յայտարարած է, որ նեղուցով անցնող նաւերը պէտք է ժամանումէն առնուազն 48 ժամ առաջ պաշտօնական դիմում ներկայացնեն։ Զարգացումներուն զուգահեռ, Brent տեսակի նաւթի գինը շարունակած է նուազիլ՝ հասնելով շուրջ 78 տոլարի։

Kristine Vardanyan says opposition moving toward greater coordination

(Horizon Media / YEREVAN) — Armenia Alliance MP Kristine Vardanyan has said that “healthy discussions” are currently taking place among opposition forces, adding that the results of those talks will become clearer in the coming period.

Vardanyan made the remarks in response to Strong Armenia party leader Samvel Karapetyan’s call for all opposition forces to unite, form a common council and organize a public rally.

Vardanyan reminded that the Armenia Alliance had also emphasized the need for cooperation among opposition forces during the election campaign, arguing that the current political situation cannot be overcome by the efforts of a single party or individual.

“We are glad that we are now moving in that direction,” Vardanyan said, adding that Nikol Pashinyan’s actions and rhetoric are also contributing to a growing understanding within the opposition that a united approach is necessary.

Addressing the opposition’s absence from recent National Assembly sessions, Vardanyan said the decision was part of a tactical approach adopted by their political force.

She added that, for the Armenia Alliance, the priority is not the comparison of votes received by individual opposition forces, but the overall result of the opposition field and the importance of every voter’s mandate.
