On March 12, 1990, eight-year-old Jennifer Keelan joined hundreds of disability rights activists in Washington, D.C., calling for the passage of the Americans with Disabilities Act.

The group marched from the White House to the U.S. Capitol, where they encountered a staircase with 83 marble steps and no accessible entrance. The physical barrier symbolized the larger obstacles faced daily by people with disabilities.

In a powerful act of protest, several activists left behind wheelchairs and mobility aids and began climbing the steps by hand. Jennifer, who has cerebral palsy, was among them. Photographs captured her steadily pulling herself upward, step by step, as supporters chanted nearby.

The demonstration, later known as the “Capitol Crawl,” drew national media attention and intensified public pressure on lawmakers. The visual impact of children and adults confronting an inaccessible building became a defining image of the movement.

Four months later, on July 26, 1990, the Americans with Disabilities Act was signed into law. The legislation established protections against discrimination and required accessible public spaces, transportation, and employment accommodations.

The Capitol Crawl remains a landmark moment in the history of disability rights advocacy in the United States.
