Here's how you do it:

-Upload your intent audience to Facebook Ads.

-Build 2-3 lookalike audiences based on your custom audiences or retargeting data. You can customize lookalikes from 1% (less volume, more accuracy) to 10%(more volume, less accuracy).

-Test away! Set up an ad set for each custom audience and know exactly which group is performing best.

The metrics you should track all come down to what your goals are. A simple place to start is CTR and conversion rates if you're linking to any downloadable content or forms.

Other general numbers to keep in mind are Cost per Impression (CPI), Cost per Lead (CPL), and number of clicks.
