Stuck in Immigration Limbo? The Federal Court Can Order IRCC to Act
Ahmed Sami Omar Alnuaimi v. The Minister of Citizenship and Immigration
Introduction
A man from Iraq applied for permanent residence through spousal sponsorship in April 2019. His wife is a Canadian citizen and their two young children were born in Canada. Seven years later, he still had no decision.
Issue
IRCC blamed the holdup on "security screening." But the government couldn't explain what that screening actually involved, and there were stretches of three years or more with no real activity on the file at all. The question before the Court: had the delay become unreasonable and could the applicant force a decision? To do that, he asked for a writ of mandamus, a special legal request that asks a judge to order IRCC to decide a file that has been left sitting.
Court's Decision
The Court agreed with the applicant. It found the delay unreasonable — roughly six times the normal 12-month processing standard — and held that IRCC's vague reliance on "security screening," with no evidence of the steps taken, was not a good enough reason. The Court ordered IRCC to finalize the application within 90 days and ordered the government to pay costs to the applicant.
Bottom Line

Having recently visited Nigeria, I respectfully disagree.
A meal I regularly bought for ₦2,000 2 years ago now costs about ₦12,500.
A bike ride that used to cost ₦50 is now about ₦300.
One property I've rented for many years had its annual rent increased from ₦900,000 to ₦4 million.
The real issue isn't how much you earn—it's what your income can actually buy.
In Canada, the cost of living is also high, but you generally have better wages, publicly funded healthcare, stronger worker protections, more reliable infrastructure, and a more stable economy.
Purchasing power and quality of life matter more than the figure on a payslip.
