If you’re applying for Canadian permanent residence through Express Entry in 2025, having a pre-existing medical condition doesn’t automatically disqualify you, but it can complicate things.
Here’s what you should watch out for:
● As of August 21, 2025, all new Express Entry applications require an upfront Immigration Medical Exam (IME) before you even apply.
● IRCC evaluates three main medical risk factors:
1. Excessive demand on Canada’s health or social systems (there’s a cost threshold involved)
2. Public health risks (contagious diseases, etc.)
3. Public safety risks (conditions that might cause unpredictable behaviour or incapacity)
● If IRCC has concerns, they may issue a Procedural Fairness Letter giving you a chance to submit supporting medical documentation or a mitigation plan (e.g. private health insurance, treatment history, doctor’s reports).
