Following a public comment period, the AER has published revised editions of Directive 088: Licensee Life-Cycle Management and Manual 023, which includes a reduction in the closure nomination baseline closure timelines from 10 years to five years and clarified reporting requirements.

Closure nomination allows eligible requesters to nominate eligible inactive or abandoned oil and gas wells and facilities (not including pipelines or pipeline risers) for closure work.

Through an agreement with the Western Regulators Forum, Albertans and the energy industry can access CSA Technical Standards at no cost. These standards are referenced in many AER directives and used to safely regulate oil, gas, and pipelines operations throughout Canada.

The Alberta Energy Regulator (AER) has issued the 2026/27 industry levy of $260.0 million. This funding is required to support the AER’s operations in fiscal year 2026/27.

Invoices will be emailed to operators on April 1, 2026, with payment due by May 1, 2026.

The AER has rescinded Directive 035. This change follows Alberta Environment and Protected Areas’ shift to a voluntary baseline testing program.

What does this mean for Albertans?
Groundwater protection remains strong.
Over the past 20 years, companies submitted more than 16,000 baseline water well test logs, and the AER did not confirm any case of risk to public safety, environmental protection, or resource conservation that would require the directive to remain in place.

What isn’t changing:

βœ”οΈ Processes for investigating landowner water well concerns
βœ”οΈ 24-hour reporting line: 1-800-222-6514
βœ”οΈ Oversight through inspections and audits of CBM wells

The AER continues to encourage voluntary baseline water well testing to support transparency and help prevent future concerns.
