1. Neighborhoods are finite and have physical and social infrastructure.
2. Streets, squares, promenades, parks and waterfronts comprise of the public realm of its people.
3. Uses are not zoned but are mixed and freely distributed to its urban blocks and open spaces.
4. Historic buildings are not demolished nor are they turned into open air museums but they are repurposed, used and embedded within the urban fabric of the new city thus empowering the new city with a sense of continuity and memory.
5. The character of its urban blocks and the character of its urban spaces is derived from human scale, proportion, measure, civility and decorum.
6. The constructional systems of its buildings have a long life, and are robust and sustainable.
7. Nature, the time of the seasons and human buildings and artifacts coexist and are supportive of each other.
