গুমের হাত থেকে সব নাগরিকদের রক্ষায় ২০০৬ সালে ২০ ডিসেম্বর যুক্তরাষ্ট্রের নিউইয়র্কে আন্তর্জাতিক গুমবিরোধী সনদ গৃহীত হয়। বেসরকারি মানবাধিকার সংগঠন অধিকারের পরিসংখ্যান অনুযায়ী, গত ১৫ বছরে বাংলাদেশে সাত শর বেশি মানুষ গুম হওয়ার ঘটনা ঘটে। এর মধ্যে ১৫০ জনের বেশি মানুষের খোঁজ এখনো পাওয়া যায়নি।
