After testing lot of Pcs with different specification, totally agree that Window 11 need more "resources" to run as there are additional background app to enhance user experience.
Here below is advice in between choosing 16 GB RAM and 32 GB RAM for your new PC:
Even though CPU needs are similar, Windows 11 uses more:

Windows 10 idle: ~2–3GB
Windows 11 idle: ~3–4GB
➡️ That’s why 16GB RAM is ideal for Windows 11.
