Special Rapporteur Juan Méndez was appointed by the United Nations Human Rights Council to a three year term in November 2010 to investigate and report on issues involving torture and cruel, inhuman and degrading treatment worldwide. The three main obligations of the Rapporteur are to transmit urgent appeals to states regarding torture; undertake fact-finding missions, including follow-up visits; and present annual thematic and country-specific reports to the General Assembly and Human Rights Council.
